Quick answer:
Because it's official MAME core which supports only .vsh shaders... And OpenGL is quite abandoned by MAME Developers. They don't care at all about improving it in any way because the future is to remove completely HLSL and GLSL in favour of open source and cross-platform BGFX renderer.
Info at: https://github.com/bkaradzic/bgfx
MAMEDev plans:https://github.com/mamedev/mame/issues/389

Tell user lettuce to register with the same nickname he's using at Arcade Controls Forum if he wishes. A lot of bot spammers try to register here everyday and I have to block and delete them. So probably I deleted him too by mistake.

Thanks for the info. Is there away to convert .cg based shaders over to .vsh shaders?

I really don't know if it's possible. Perhaps you should ask at RetroArch forum.

NO
